Port Redirector for Windows with C Programming

I'm looking for a developer to rewrite the source code for fpipe a TCP/UDP Port Redirector for Windows using the Winsock library with C programming.
Fpipe is a command line utility that accepts a connection on one port and forwards it to another. The source code for the project was lost long ago.
Here is an example usage of fpipe.

The fpipe program is very small because it uses the winsock library in windows and has no other dependencies.

Fpipe supports multithreading and can allow up to 512 connections.
Here is an example networking project of winsock programming using threading. According to the decompilation in IDA, fpipe uses something very similar. [login to view URL]
Fpipe is able to support UDP as well.
For example:

I believe I can rewrite fpipe to accept the required set of command line parameters without needing the pseudocode for this, in 7 days in C++ using Winsock, which I have a lot of experience in.
