Set a 400 m promenade on the edge with a 30–35 m deep F&B band; a parallel service/MEP spine one terrace up; and three residential tiers (12–16 m deep bars perpendicular to the edge) each with private lift and plunge pool. Consolidate ≈310-car parking in a stepped podium under terraces to balance cut/fill and keep streets narrow. Align the alpine coaster as a contour-following perimeter, zipline from the highest knoll across the valley, waterpark in the central low swale, and the snow hall near arrival on constant grade. Use bioswales/gabions for flash-flood energy dissipation, and a quick area takeoff to hold ≈70% res/infra and ≈28% tourism/public.
