I will deliver Terraform and a README only. There are no calls, no SSH, and no login to your tenancy. I do not create the Oracle account, and I never receive API keys. You create and verify the account, then apply with your own API key. The repo covers compartments, policies, VCN (public and private subnets, internet gateway, NAT, security lists), and one tagged Compute instance with cloud-init for the packages you list. The README covers init, plan, apply, required variables, and outputs. Before the clock starts, send in text: region, SSH public key, VM shape, OS image, and the library list. If any of those is missing, that item is not included. After you apply, SSH reachability is yours to confirm.
