Workflow for Creating and Implementing an Operating System

I am pretty unfamiliar with software development, particularly a new system. I was hoping to have someone create a basic project roadmap showing the workflow for front-end development, back-end development, testing, and "installation" on the actual tablet prototype (along with any other steps I am missing that someone far smarter than I thinks should occur). I would prefer that the different steps have some form of plain-language explanation so that I can understand the importance of the step. I don't have a preference on coding language, but security of the code (to the extent there is such a thing) is important. I envision the end-product as being a 2-3 page Word document with the steps, along with any other insights or comments you feel are pertinent. This brainstorming session will help me identify areas that need to be outsourced and overall project timing.
