windows service app like dropbox - sql query executer and uploader Agent

we need a client windows app which will works as service agent in the sql server to do all reporting task. It will perform a defined query and save query result as pdf excel ,text or jpeg according to task definition.
It should also be connected to a websocket. and listens for instant reports if it somes it does the requeired query and sends the result to a restapi.
Results will be stored on local folder and streamed to s3 bucket with the predefined folder which will backend api informs.
And it should have windows installer and ui for managing (adding ,deleting,testing connection and queries)
database connecitons(connection strings) ,
queries
and tasks (frequency )
All the configuration files should be saved in a config file to future retouching.
All 3 config files , query and app logs shoudl be uploaded to presigned url on s3
It should support to connect all SQLServers and ORacle datbases and should be stable working on windows /windows server platforms.
