Rsync for Windows

The project is to create a .Net or Delphi port of a Rsync client and server communicating over HTTP and HTTPS (if a certificate is available on the server) instead of SSH. It must be pure Windows based and not make use of Cygwin. - The client itself only needs to be a proof of concept that the Rsync algorithm works and does not need to be a full blown client to keep the project costs down. (Proposals that include a functional client would be reviewed more favourably.) - The server needs to be fully functional and have a web interface for administration and reporting on storage quotas, encryption, etc. - The Rsync functions must be built in reusable libraries and not embedded in the core products.
