The node.js google-tts takes a text phrase and passes it on to google which synthesizes it to audio. The output of that is a URL that points to the audio file of that spoken phrase.

I want a C# .NET equivalent to this API. It should take desired text language, text string and other parameters as specified in google-tts and the return should be a URL that points to the audio file. This project does not need to download the audio file or save it locally.
The author may depend on free nuget packages as project dependencies.
A sample console app is to be written that executes the code successfully.
The project must compile cleanly with no errors or warnings, and run on (at the very least) Windows 10, .NET 4.6.1.
Provide a zip file of the completed Microsoft Studio project upon completion.
