Force a Webfolder to be Forms Authenticated

I have a webapplication written in C# Asp.net. I need to configure the IIS or change code so that when people try to access a specific folder on the server that holds PDF files without logging into the application they will not be able to browse or see the files .
In the past on a different server i was able to have this work with just placing a [login to view URL] file in the pdf directory. On this new server this option is not working.
Other freelancers have attempted to find the solution directly in IIS without success. So this might need C# programming or just IIS Settings,
The freelancer who is awarded this will have to work directly on the VPS (I will send them credential to login using RDP) and only at specific hours of the day (Late evening Israel Time) as this is a live server with clients working.
