I'm looking for a freelancer to develop a project for me that triggers 4k video playback using an external USB webcam connected to a Windows operating system. The trigger for playback should be based on motion detection, so the video will begin playing once certain motion is detected. There will be a 4k video playback as background and I need the freelancer to create a system that I can use to customize this motion detection in order to acquire the exact results I'm looking for.
