Insert a changing value into a field

Hello everyone,
there is an existing C source, which is supposed to grab data from a scale and insert its value into a database field. This source is set up in a way, that a programer should not need the scale itself to proceed.
The programers job would be to create
- a neither too fancy nor too simple MS-Windows GUI for the C (ignore the Linux part), which allows to use all options supported by the existing source (make it a small window on top of all others and allow the user to stick it somewhere, where it would stay every time you start the prog)
- an option to enter this value in basically any field of almost any Windows application
As an idea from a non-programer it would be sufficient (not great though), if some mini-macro-recorder would transfer the data into whatever field.
- add an option if the user wants any stable new value entered or wants it to be entered after one has hit a preset key
Well commented source needs to be delivered.
This project will be part of a commercial VB "app" (a one-man Antiquarian book business and/or small biz buy-and-sell), which I intend to distribute as shareware - some day ....
