PWM will be better choice than series regulator for holding the solenoid. As this is simple requirement, hence it could be pretty done well with all analog circuits without needing of any programable MCU. There will be two presets, one for the initial delay 100-300ms and other one for setting duty cycle of the PWM after energizing the solenoid. However, as the battery voltage drops from certain voltage when battery is fully charged, so a voltage feedback mechanism is also needed in order to keep the holding current constant. Also if needed, a slow blow type current sense protection could be implemented. Latching type, when average current exceeds certain current, this will cutoff the output and normal operation will be activated again when a reset button is pressed. Interesting schematic design.
