I am looking for someone who may improve English of an article that I wrote. The article is around 28 pages in 12 point fonts with the tables figures appendixes and references. The text is around 20 pages I think. It is exactly 10000 words. It is written in a proper English and it is reviewed by the editor of a well-known journal two times. It's flow and structure is well-formed.
Editor declared that he found the subject suitable for the journal and after the revisions made he also agreed the technical improvement, however before sending to peer review he wants a more attractive English statements for better impressions on reviewers.
These are his words "I agree this is progress. You will be disappointed that once again my decision is not to retain your files or accept this into peer review. However, do not be disheartened. I feel you MUST first find a copy editor who is an English speaker familiar with professional writing to revise your manuscript. While your command of English is good, it is less that what would create a good impression among peer reviewers. It is my experience as editor that, unfair as it may seem, lapses in grammar and phrasing may often be held against the author and lead to negative reviews. Doing this is in your interest, whether you submit here or elsewhere."
The article should also be shortened by around 2000 words due to the length limitations. A native English speaker who is familiar with professional writing can do this. The article is an original work prepared by me by spending a long time of research. Privacy is very important. It includes information related to linguistics, machine learning and social networks.
I already finished all the reference work. I entered the references in APA format in the word document. I do not expect any change related to that.
