When you say "it should send signal to manager for refilling" - which type of signal - can it be a simple sound signal, or something more advanced. I am a teacher assistant at electronics and communication. I did many projects in analog and digital circuit design. I work in aquaculture company and we have our own shrimp and fish pond. We also develop our own autofeeder machine (it's not centralized like on your project, every pond has their own autofeeder machine that will throw feed on a certain period). I can help you create the arduino-based controller to run the motor for the feeding device to run for certain period of time. In fact I have done this project for small aquaphonic system here. You will be able to change the interval, turn on/off the motor through android phone, and if the level is near empty, the app will send email to manager to notify him or run a buzzer/emergency lamp
