Camscanner (by instig)renewal issues via Android PlayStore

Budget ₹600-1500 INR

I have a CamScanner paid version with some data stored. I want to renew it via PlayStore but in my country india the CamScanner is banned now and it is not allowing me to renew the subscription.

I need to change my PlayStore location to another country to renew my CamScanner account. I tried but it doesn't show any option to change country even when I am outside India. Can someone help me renew my membership for CamScanner by making my PlayStore location change. I am genuinely staying at a different location 6 moths a year.
