Browser app to save video and audio from web page - Cross-platform solution

Build a browser app that can save video and audio files which user can play from any web page loaded in this browser app.
If a user opens a URL and watch some video or audio content then this app must be able to save this video or audio. Something like recording or saving web resources, but must save the original quality, and must work for any URL which can play in browser.
App should be simple, must have: URL input, Save button, Cancel button, Exit button, Progress text (show size, etc.), Select box with 2 options (display, hide, silent) for media saving mode.
If user not Exit the app, then app will continue running in background if user is using other application at same time.
App must be cross-platform(for major OS like Windows, Android, Linux, MacOSX, Mobiles...etc), must work for any website.
You can use open source as third party, but cannot use commercial or closed source. You cannot use online services, this app must have it's own engine for media saving.
Milestone/escrow payment will be made after project started.
Project is considered done after I test the app and if it was done as per project description.
Escrow payment will be released after you send instruction how to build the app from source code.
