The receiving team's phone can reconnect before the handover team's does, so a receive event lands for cargo the server has never seen transferred. If the API rejects it, the scan is lost and your staff are told the barcode is wrong while holding the box. So the server accepts every scan on its own merit and reconciles afterwards: a receive without a matching transfer is stored and flagged as unmatched, and it resolves itself the moment the other phone syncs. Your admin sees a genuine exceptions list instead of missing data. Second, each phone generates the event id, not the server. A scan sent on a weak signal may reach the server with the response lost, and the app will resend. With a client id and an upsert, the retry is harmless. Without it, one handover shows as two, and the counts stop matching the cargo. Third, scans store the symbology alongside the payload, and each app only accepts the symbologies you use. The same digits encoded as Code 128 and EAN are different labels, and an unrestricted scanner happily reads a barcode off the packaging or a neighbouring pallet.
