Romance Book Cover Design -- 2

I need help with the print ready file for a book cover. I have the idea (attached, the graphic file), but I do not have access to any design software to make the print ready file. so basically, i need someone that can recreate as much as possible the book cover shown below, and produce the print ready file with the specifications in PB_6x9 file. All color must be converted to CMYK. All fonts must be embedded. Images must be 300 DPI. 1/8″ bleed is required.
