3D car design nodeling

HI, I`m looking for freelancer for long term and good cooperation.
I need to make 3D model for car 1930 BENTLEY BLUE TRAIN or 1933 Duesenberg SJ Arlington Torpedo Sedan.
Car frame should be the same, but body (doors, wings, roof) for each model! At the beginning we do just one project, but next we will make much more cars.
Car should looks similar like one of that model, sure, we dont need to be very precise, there for we could do some thing similar, better, more modern!
We have to do few things:
-main concept, design,
-Frame (valid for electro car, e-car, with batteries, etc, not gasoline engine)
-cars details- doors, wings, roof, all body, laps, suspension, etc, all details.
-frame should be done from tube, but body from Carbon
-next step- carbon details should be done for forms (matric) as well.
Also, should be done interior and details.
Prototype should be complement with details, suppliers, specification.
Please send your offer, samples what you already did before like this, and please send how much time do you need to do this project.
I dont have big budget, there for, please send your best offer, and I would be happy, if you would like to be partner for long term, it means, that I could pay bigger amount when is sold each car like that! please offer your best offers!
