Develop software for Penetration Testing

I need a Microsoft Windows 7/8 software developer/guru who can design and implement a software program or package that will display an animated splash screen while performing launched tasks in the background. That splash screen should mimic the same splash screen that is displayed when Microsoft Windows 7 or 8 are being updated. See Figure 1 below.

While this screen is displayed. A task will run a file search in the background on all local drives for files that contain the words “hello” in the filename or in the body of a text file. Once these files are found. Send copies of the files to a remote ftp server using anonymous login. The user never sees what is happening in the background. What they see is this splash screen the whole time.

The package must include the following requirements:
1. Program or tasks must be able to launch without administrator privileges.
2. After the program has successfully completed with an exit status of 1 or 0, files found or not found, the program should be able to reboot the computer after removing traces of being there, ie. deleting itself.
