  We are also open to using a second horizontal menu rather than the vertical accordion menu as long as a sub menu is included in the design.

  Some clarification:
  
  We're looking for a light, clean layout--something that's easy to navigate and not crowded. The vertical and horizontal menu bars should be easily distinguished from the center content area.
  
  The horizontal menu bar at the top of the page is static--it will not change based on the selection in the left vertical menu. As such, it should not be too closely associated with the main content area.

  I should mention that the "cartoony" look of the provided example should not be interpreted as an example of how the site should look/feel... only as an example of how you should lay out the page.
