Vectorize an image

Contest Brief

I require the attached image to be converted into a vector, but however I require everything to go besides the country in the middle of the image.
Quick and easy for someone with experience with vectors.
I also need the small island which is circled in red to be included (see the include.png file).

I require an Adobe Illustrator *.ai file.
