I need a graphic of a meter / gauge for use on a website. I need it to be a semi-circle with three sections. Each section has three 'hash' marks, labeled with a percentage from 2% - 18% (in increments of 2%). Each section will also be a different color - section 1 is green, section 2 is yellow, and section 3 is red. The color should blend seamlessly from one section to the next. There will be an indicator pointing to one of the hash marks.

I want the design to be sleek, elegant, and clean. Nothing bubbly or unprofessional, but it should be eye-catching.

There should only be a total of 9 hash marks, marked 2%, 4%, 6%, 8%, 10%, 12%, 14%, 16%, and 18%. Not a range of percentages, etc.
