Landscaping a slope in the front yard (no retaining wall allowed)

Hi,
I'd like to get some suggestions on landscaping a slope with stairs around it. This area is at the front of our house. No retaining wall was allowed by the city (permit issue). The dimensions requirements are in the photo. I'm looking for sketches with technical information on how to implement it. Current landscaping ties have to be removed and slope modified.

* A retaining wall built using new landscaping ties is on the left and the same retaining wall can be built on the right.
*I suppose I could use some rocks, but I don't want any big boulders that we would not be able to move with just hands or wheelbarrow.
* We cannot use concrete either
* There need to be a flat 6 ft landing area all along the road for people getting off from their cars, and then it has to slope 2:1 or 3:1 towards the house. The landing area must be grass. The issue is that the concrete stairs landing area is only 40" and flat area needs to be 6 ft, so I would need to somehow keep soil off the stairs to implement the slope the city wants. I think we'll have to add more soil to meet this requirement too.
* Not sure how to naturally slope it and prevent soil from erosion. It rains for months between Fall and Spring. We could use grass and plants. Plants can only be 0.9m tall max. I came across this product but maybe I don't need it: https://www.celltekdirect.com/applications-2
* It has to be LOW MAINTENANCE (grass, mulch, etc.). I don't want a garden I have to tend to all year round. I enjoy gardening maybe for 1h/week.
* I would like to see something beautiful and calming to look at because I see this space from my kitchen and living room

      Hi Shahid, yes, when I submitted I planned to use the same stairs, but I could probably change the stairs.

    The level of the slope and stairs should be in same alignment?

      Hi Yalmaz, stairs, and slope probably won't be exact alignment because of the requirement 6ft depth flat on top and stair landing area is only 40" depth, but I just would like some solution so that soil won't go on the stairs.
