I need two banners in the dimensions mentioned, animated in Gif, not accepted Mp4 or html5, maximum 300kb of size.
These requirements aren't negotiable.
Second, these banners must have the theme attached and you can fit in the banner parts of it. feel free to edit, create something better just remember the content must be to advertising in adapools.org, check the website and take samples of the banners there.
The attached file is a reference, isn't for you to cut, paste and resize, if you do that I won't pay. This isn't a edit cut and paste job, you have to create the banners.
Sorry I can't pay for much than the value of my budget, if you can't do it sorry, won't have option to negotiate more.

  this isnt a carbon copy job, you have to create, the PDF is your GUIDE not to just cut and paste. I. won't pay anybody who do that.
