Hi, we all have the same problem. freelancer.com will not give you the money back. So, the solution in my opinion is according the following steps:
1) fell free to bed on projects
2) if you agree with the employer with chat and before awarding the project
3) request from him/her to open a per hour project for you
4) in per hour project you will pay nothing until you get paid

5) if he/she insists on the fixed price project you can postpone your acceptance and request the employer to create a milestone first.
6) if agreed you may disputes him/her later for that money if he/she tried to cancel the project
7) if not agreed to create the milestone or go for perhour project, then avoid that project. ITS A TRAP

Li'l late but the only key to avoid charges are to make sure that the employer make an initial milestone or two or the budget which you both have agreed. Don't just rush to accept. Be extra cautious to the employer who have no ratings or negative ratings. Because freelancer.com will charge you as soon as you accept the fixed budget project, so every new freelancer reading this, friend be very cautious before accepting fix budget projects please. And Make Sure you chat with employer before accepting (if the employer messages you, because you can't message an employer first.). Please verify two or three times or as many time as you like that the employer has made the milestone for the project, you can do this from the project page or from the financial dashboard>>milestone which is the first tab(landing page) after opening financial dashboard which is under currency icon (accessed from computer); if there isn't any milestone showing, than you might have to think twice before accepting project. This site is full of fake projects/employers/freelancer playing with the system, or just roaming here and there to see the functionality of the website, so check before you proceed. because prevention is better than cure, and none wants to loose hard earned money. Hope this helps.

this has recently happened to me, at another site, employer from India, just paid about half of the project, in milestone payment, then after receiving all the files, gave the poorest rating, and vanished, without mentioning any reason at all.. Now i contacted the site ppl, they say to contact the employer myself, as his account is suspended.. what should i do.. what about my hard work done...

It doesn't make any sense to charge the worker on :
fixed, non-fixed, pre-fixed, (you call it as you like)-fixed projects,
as well as hourly projects
or simply ANY KIND of project.

The charge should go to the employer not the worker. The employer has to escrow the project's total amount (example X) and after work approved this should happen:
-FEE -> goes to Freelancer.com
-X-FEE -> goes to the Worker
as per the agreement.

The same happened to me. I have completed my work and submit. but some times later i see, my balance is -$5. But the buyer has been released my budget. Freelancer.com has charged $5 and then i have $8 . But now i see that My balance is -$5. The buyer has been deleted his project. So bad.

Freelancer.com system is wrong. Why you charge poor freelancers who puts their hard work and not get paid also losing their hard earned money just for accepting the shit project. You should charge freelancer after completing the project. I lost my money I can do nothing right now but I can make awareness on YouTube and Facebook (I have huge follower base) that freelancer.com isn't good for honest freelancers they'll only care about filling their pockets.

First thing on freelancer.com is the Freelancer milestone payment system. Never ever accept any awarded project without the creation of milestone. Milestone is everything on freelancer.com. If you have been awarded a project on which you had made a bid then ask the employer to create the project milestone. Whether a full amount milestone or an initial milestone. After working half way through send the work to the employer and ask him to release the Initial milestone and then make a new one or the Final milestone. If the employer makes only 1 milestone of full amount only then accept the work. It is more important to get a milestone created rather than accepting the award.

1) Try to get as many Hourly Projects as possible
2) For fixed project whatever the case do not accept the project unless 1 milestone is created by Employer because as per the Freelancer Policies Employer could not cancel a project if there is at least one unreleased milestone.
